Iran needs peace so it can develop weapons that creates deterrence.

Being able to hit Kuwait and Bahrain simply has not created any deterrence whatsoever. US keep bombing Iran despite that. Deterrence would be created if Iran is able to hit America's darling Israel with severely punishing blows.

I think Iran would consider working on stealth versions of Shaheds and hypersonic MIRVs and lots of them. But can't do new development during the war. This can be done only if war is over and somehow its industrial base survives.
