I still say they are directly and indirectly attack Saudi interests through Houthis but I would definitely agree a bunch of refueling planes going up in smoke in Qatar would be great PR Qataris must be paying them an arm and a leg not to do it

If Qatar was paying Iran we would likely know about it.

There is the possibility those aircraft are being used as bait. Same as the MQ-9s.
