I would read it as usa wants to outsource Iran war to other countries and try to provoke a conflict between them by making isreal attack Iran or directly attack Iran energy infra making Iran strike back the gcc. It would be wise to expel usa bases by these gcc countries and close their airspaces for attacks against Iran if this is not a theater role play type of stuff. In that case they can be considered impartial in next usa attacks.
