Not really, just needs more time to have the desired effect on western economies,which it is having.
Iran oil strategy will work if given enough time because western economies are weaker today (than during the Iraq war you reference) they are more heavily in debt,affordable oil makes their economies run better, which is absent, and they have higher inflation, which might also be partly caused by reduced use of( aka demand for) their currencies(they can thank all the stupid outdated sanctions they put on several countries ) ,so no, the western economic reality of today is considerably worse and riskier than it was like 10+ years ago. Fue to Western economic sanctions and warfare, The world's exonomit is essentially fragmenting, and the western economic fragment can't grow without interacting with the global south economic fragment. Also population has hurt the west - it's population is less productive today because it's older, which has hurt their economies too! Western economies can't tolerate a full year of $150 oil prices from here on, some will break and enter deep crises.
