It makes sense. They will certainly amplify the "success" of the attack as much as possible because that is how they will create the image that they retaliated proportionally to the hail of missiles they received.

If all was all destroyed we would see an attack near every nuclear sites, it is all dispersed in multiple places

The S-300 are mostly deployed to defend nuclear sites as far as i know
