I put that question to Iranian members some days ago, they replied that Russia has never delivered best equipment to Iran and just uses its relationship as part of bargaining with West. China stays away for fear of secondary sanctions. Both Russia/China try to play balancing act with GCC/West and hence Iran ends up with only empty promises.

Yeah there's no leverage for a good deal, what exactly are they going to offer for sanctions relief? Besides, IR has not right to continue to rule Iran at this point. Might as well get regime changed this point, at least people will have societal freedom then.
