Putin miscalculated badly in Ukraine and has been throwing everything Russia had at it. He is in no position to help anybody else.

They are likely compromised. Loyalist Iranians know that they have been severely infiltrated with collaborators and traitors. So there is likely a big trust deficit right now throughout the Iranian command and control structures.
