There will be certain weapons that Iran can use; long-range cruise missiles, which can be fired quickly and travel under radar cover.

One can possess the best weapons man can make and have the wrong philosophy behind it...
If they cannot immediately retaliate they lose their whole gambit on long range systems. The price to be exacted is forfeited and once air cover is lost each and everyone of them canbe picked off one by one. With every minute they sit by idle their prescient little buildup over the decades deteriorates... to the point that they will watch the whole state burn... to what end?
