I believe, It’s in the process of being Finished. It’s the only natural course of action left.

Being an openly declared nuclear armed country comes with its own set of costs, obligations & responsibilities, & you’d still be sanctioned just as much if not worse.

The reason is the iranian military is still standing

Sure it's lost some generals, which is terrible, but they will be replaced

They haven't lost many soldiers or equipment
They continue to be a standing military
As is the iranian Republican guard
As are the Basij
