An Iran with the same government is a much greater threat now than having nukes to Israel. They will want to topple the government however they dont have the bodies on the ground to achieve this.

Any attempt to change the current Iranian government will need troops on the ground to support the new vassal government, and to deal with up-rising everywhere.
The US itself could not do it in a smaller, technologically much weaker country of Afghanistan which surround by US bases, including Pakistan's. Good luck trying to do that with Iran, same moutain geography, double the people, Russia in one side, China in another side =)) =))
I personally think the grand plan was to scare Iranian government to surrender without any plan to clean up the mess when attrition war started which is now =)) =))
