Iran's foreign minister is set to meet with European counterparts in Geneva amid the ongoing conflict with Israel, Iranian state media reported Thursday.

Foreign Minister Abbas Araghchi will travel to Geneva for the meetings on Friday, the state-run IRNA news agency reported.

Well, still can't kill civilians on purpose. What's law is law in Islam. Can't go around it based on emotions, no matter who much we want to.

Well if it helps every Israeli civilians is a trained military soldier they all are trained to kill in military service, they get weapons training and all sort of other weapon training. A lot of them have automatic rifles and handguns

So technically they are soldiers , due to training

From images it seems a "Building" was impacted

The modern weapons do not distinguish anyone when they fall

Iran have already warned the residents of Tel Aviv to leave Tel Aviv head to Jordan or Cyprus , prior to any attack , if you follow this thread you can read continuous warnings given to Residents of Tel Aviv to move out of main city

(Seemed like Iran followed proper warning mechanism )
