While this video is well worth watching in entirety, the last few minutes sum up well what Iran should do and maybe is already doing. Per the video, this American attack was a 'theatric' and while Iran has been threatening American bases, but Iran is actually targeting the real enemy: Israel.
And who is to say some prior 'understanding' was not already made??? Happens all the time.

Iran will need to achieve something very effective to get US/Israel to drop their regime change quest

US/Israel believe the more they bomb Iran the more pressured the IR will be under to change it's policies and make concessions

The cost for them right isn't high enough to make them back off regime change aspirations. That's why Israel continues to strike Iran to try make this drag out and make Iran feel it will be under a permanent assault until it's policies are changed.

Once the cost is high enough, they will go back to negotiating nuclear deal only, and potentially discard zero enrichment demand.
