Hmm, this again takes me back to Iraq war 2003....where West was again arguing with both Iraq and Iran and I remember articles mentioning that both countries had taken opposite approaches. Whereas Iraq had expelled IAEA and inspectors , Iran had allowed them in for inspections and was being transparent. This was being seen positively in Western media. So the approach did work for Iran for awhile and with the JCPOA, they must have felt validated.
