An immediate procurement of J17 also, "alongside" production (1/3 = immediate purcase, 1/3 = assembly from CKD, 1/3 manufactured in Iran so that Iran has turn key capability). Iran needs immediate capability now.

Don't get caught behind a 7 year local production deal and not have capability now which Iran desperately needs.
