I think only the Iranian regime knows the current reality of Iranian nuclear program. But my opinion is as follows
1) If the plants are indeed damaged, skip nuclear program for few years and heavily invest in your foreign policy by improving relationships with the Arab world, Pakistan, China, Russia and hope for the future block similar to the lines of NATO. China is bound to increase her strength in the coming years and if such a block exists, Iran may be able to host nuclear weapons without developing on its own similar to NATO member countries.
2) Heavily invest in your Airforce. Go for J35 from China or else SU57 from Russia. Don’t focus on 4 or 4.5gen aircraft’s anymore as your enemy is prepared with 5th Aircraft’s only
3) Negotiate a deal with the west and help yourself to remove sanctions. You don’t have to make weapons to be a powerful force. Try to have guarantees from China or Russia to back up if Iran is attacked with nuclear. In this meanwhile, no nuclear program may open your path to prosperity and your financial situation might improve. For example you will suddenly have billions of dollars of income from Iran-Pakistan pipeline project if the sanctions are lifted. Then sell oil to the rest of the world before oil is replaced completely with solar and green energy.
4) Track all the traitors in Iran and hang them in public. You have a bigger enemy inside Iran than what Israel could do to you in 100 years.
5) Fire your foreign policy makes. Stupid decisions like firing a missile on Pakistan should never be repeated. Make friends in your neighbourhood and it is not impossible to do that.
