You can't really blame them. They cannot entirely cut ties with India.

When Iran was under strict sanctions, only China, India and Russia purchased their oil.

Pakistan doesn't oppose iranian economic ties with India, they have every right but military ties is what worries Pakistan, especially with RAW operating in Iran near the Chahabar port.
