Not sure how having a bipolar policy that changes every 4 years would have helped here. Upper age limit, forced retirement, and mechanism for internal recall would be good to have to ensure stable long-term leadership and helps avoid decadence and complacency like we are seeing now.

Fining taxi drivers for passenger don't have Hijab and the amount of fine be 5 time the amount of fine for the ones who commit the crime
And fine for having bad Hijab the first time be more than the minimum wage
Complain to the ones who are supposed to do the warning about Hijab have 7 to 15 time the minimum wage no matter what those guys did
And the cherry on top foreigner are free to remove their Hijab the enforcement is for Iranian
By the way if you are a famous person the fine for bad Hijab is 50 time the minimum wage
