european alpine region face the same problem ,
let face the fact , our road are bad , many of those curve dont have a simple mirror to show the drivers whats on the other side
some thing as simple as this can save lives
another thing is standard of giving driving licenses, we may not be as bad as USA that 10 hours practice with your dad be enough to get a license and we don't get back that license that easily , if you get it it pretty much is there. compare it to Europe and you see the difference .
another matter is the fines for serious infarction , it's hilarious and they are not even adjusted to the income .
another matter is the cars themselves only a handful of Iranian car have acceptable safety standards and those that have them are the ones like Shahin and Tara that are on pricier side
other issue is we don't consider cars and a Tools or Goods , its considered an investment and a 20 or 30 year old car is normal , we even see cars made before the revolution on the street
put all those together and and it's natural to see such high road accident
oh and add to that those two lane main roads that were built 70-80 years ago and are still in use
