Why would it need to relay anything back when it can simply store it onboard for retrieval and image processing after the flight?
This isnt a long term surveillance type of mission where you would be transmitting data in real time,this is the original photo reconnaissance type of mission,you fly over the target you get the pictures either prior to the operation or after it,and then its back to base.
Because the distances are so short you can do that.

The 1.8gp Argus-is is a totally different animal.This thing can look down from 20 thousand feet and can cover an area of 8km with resolution down to 6 inches,tho interestingly it uses off the shelf 5mp cell phone cameras,368 of them.
