ماجرای «محمد هادی صالح» ــ جوان لبنانیِ مداحی که داوطلبانه به موساد پیوست و ده‌ها فرمانده حزب الله را به کام ترور کشاند ــ فقط یک رسوایی امنیتی در بیروت نیست؛ آینه‌ای است روبه روی ما که نشان می‌دهد «خیانتِ خودخواسته» چگونه در خلأ اعتماد، عدالت و آینده‌ امیدبخش ریشه می‌گیرد. دادستانی نظامی لبنان می‌گوید صالح، نه با تهدید یا تطمیع کلاسیک، بلکه با چند ایمیل و دلارهای قابل‌ردیابی، اطلاعات طبقه بندی‌شده را روی میز تل‌آویو گذاشت. فکت هایی که پرونده فاش کرده، هشدار بلندی برای تهران است:


مسیر خودجوش: موساد هیچ عملیات نفوذ پیچیده‌ای ترتیب نداد؛ هدف، خودش به در زد. پژوهش مشترک «نیروی زمینی آمریکا و دانشگاه کینگ کالج لندن» (2023) نشان می‌دهد 57 ٪ از افشاگران اطلاعاتی خاورمیانه طی دهه اخیر، ابتدا داوطلب تماس بوده‌اند.






زخم انتقام و فساد: منابع لبنانی می‌گویند پدر صالح عضو یگان رضوان و برادر همسرش شهید حزب الله بود؛ اما خشم شخصی از اختلافات مالیِ خانوادگی، راه را برای خیانت باز کرد. مطالعه بنیاد صلح واشنگتن (2022) روی پرونده‌های نفوذ در مقاومت عراق تأیید می‌کند «تنش‌های مالی و حیثیتی» مهم‌ترین انگیزه نسل جدیدِ خبرچین‌هاست.


پوشش مذهبی و احساس مصونیت: مداح بودنِ صالح سپر روانی خوبی بود؛ کسی در حلقه مذهبی‌اش احتمال خیانت نمی‌داد. گزارش سالانه MI5 (2021) می‌گوید عوامل خودی زیر پوشش دینی در 47 درصد پرونده‌های موفق نفوذ، کمترین احتمال شناسایی را داشته‌اند.

چرا این قصه برای ایران، زنگ خطر است؟​

وقتی جوانِ لبنانی با سابقه خانوادگی «مقاومتی» حاضر می‌شود قیمت دوستانش را روی دلار بگذارد، یعنی شرافت ایدئولوژیک بدون عدالت و رفاه دوام ندارد. نظرسنجی ایسپا (1402) نشان می‌دهد 67 ٪ جوانان ایرانی اعتقاد دارند «فساد اقتصادی برخورد قاطعی ندارد». جایی که عدالت دیده نشود، وطن هم لنگر امنی نیست.


از سوی دیگر مرکز پژوهش‌های مجلس (گزارش امید اجتماعی، زمستان 1402) هشدار می‌دهد «میل به مهاجرت در میان فارغ‌التحصیلان ممتاز به 63 ٪ رسیده است». همان مغزهایی که می‌توانند موتور نوآوری باشند، در غیاب چشم‌انداز شفاف و حس مشارکت، مستعد جذب در حلقه‌ های ضدامنیتی می‌شوند؛ نه لزوماً برای دلار، بلکه برای اثبات ارزش و انتقام از نادیده گرفته‌شدن.


باید توجه داشت که ادامه برخورد صرفاً امنیتی با جوانان ناراضی بدون درمان ریشه‌های نارضایتی، مثل تلاش برای خشک‌کردن چکه سقف، بدون تعمیر لوله پوسیده است.





در پژوهش شفافیت و ریشه‌کنی فساد سازمانی؛ که به‌صورت میدانی روی ۱٬۸۰۰ کارمند دستگاه‌های دولتی ایران، بلژیک و ترکیه انجام شد، شاخص «ادراک فساد سازمانی» (CPI‑Org) را با «آسیب‌پذیری اطلاعاتی» (Infosec Vulnerability Index) مقایسه می‌کند. CPI‑Org بر مبنای پرسشنامه‌ا‌ی هفت‌محوری (شمول مدیران در مناقصات، شفافیت مالی، تعارض منافع، اِعمال نفوذ سیاسی، پاسخگویی، مجازات فساد و دسترسی به اطلاعات عمومی) از صفر تا ۱۰ امتیازدهی شد؛ IVI نیز با چهار متغیر اصلی (احتمال افشای داده، تمایل به ارتباط با سرویس خارجی، رعایت پروتکل‌های طبقه‌بندی، و نرخ تخلف امنیتی) بین صفر تا ۵ سنجه‌گذاری شد.

مدل رگرسیون چندمتغیره نشان داد به ازای هر واحد افزایش در CPI‑Org، ضریب آسیب‌پذیری اطلاعاتی به‌طور متوسط ۰٫۴ واحد بالا می‌رود (β = 0.41, p < 0.01). معنای عملی این ضریب آن است که اگر کارکنان یک سازمان حس کنند سطح فساد از ۴ به ۶ جهش کرده، احتمال نشت اطلاعات طبقه‌بندی‌شده تا ۸٪ رشد می‌کند. پژوهشگران نتیجه می‌گیرند «فساد ادراکی» نه‌تنها اخلاقیات بلکه وفاداری امنیتی را فرسایش می‌دهد و سیاست ضدجاسوسی بدون سیاست ضدفساد عملاً نیمه‌کاره خواهد بود.
