They want to project power, but yes it will take a few more years to develop ICBM, currently Turkey has medium range missile at 2000km called Cenk and 2025 tested Tafun block 4 ranged approx 1500km. The reason like you mentioned does not make sense without nukes.A 6000KM missile would be tens of millions of dollars assuming Turkey utilizing western consultants and the western supply chain to assemble this.
Where is the engine gonna come from? North Korea had to get ToT from Russia and years of failure with Tapeodong program.
The question also is, what is the purpose of this? A conventional warhead equipped 6000KM missile is kind of useless at that cost. Who does Turkey want to hit that far away? Its rivals are Greece, Israel, and to some lesser extent Iran and Russia. Doesn’t require such a length missile to reach Greece or Israel.
Seems like Turkey may be planning to go nuclear, only reason you would want to have an 6000KM missile in your back pocket.
