This is what every nation has a right to do. We ask the other nation to clear out the terrorists first, which Iran did, and Pakistan only targetted the terrorists that were attacking it and turning a blind eye to the ones attacking Iran. This was only going to go on for so many years and dead Iranian police. Essentially it is same as Pashtuns on both side of Pak/Afghan border. They have extended families spread across the border and they roam around. In the past no one stopped or cared.

Iranian citizenship registry system is very strict, you can't just roll into Iran and suddenly claim being Iranian. Each Iranian citizen has 2 kind of ID's (Karte melli and shenasnameh)
