There is already a civil war, that has led to this ungoverned space that now has led to foreign intervention in the internal affairs of Somalia.

You either accept this, or you reject it and help the country enforce its sovereign control. And, yes, you will have to break a few eggs to do it, that is the reality of it.

The countries with interests will have to decide on the next course of action, they either accept it or reject it, and then decide what form their acceptance or rejection takes as the next step.
