That left the Middle East in the hands of the Franco-British dominated League of Nations, which decreed the Mandates of Palestine, Iraq, etc. which its successor, the U.N., under Article 80 of the U.N. Charter, was not and is not allowed to renounce. And the Mandate of Palestine explicitly calls upon Jews to "closely settle" the region within the Mandate of Palestine.
