Technically speaking and using a textbook definition/understanding of terrorism, Russia's statement is 100% accurate.

They want to widen the war but they also want to draw the U.S. in it with them. They are increasingly upping the ante on Hezbollah and Iran for that purpose. Public opinion has greatly turned against the Israeli terrorist state. Netanyahu is desperately clinging to power and Israelis are increasingly more radical so it’s a perfect storm to try and cause a wider conflict. It’s up to Iran and Hezbollah now to decide whether they will give him what he wants. I agree, this will give him a chance to occupy Gaza and effectively destroying any chance for a Palestinian state. With the West Bank on a lifelong, only Gaza stands in the way. The added benefits is that now they can also easily steal the natural gas resources of Gaza too.

Only thing i want to add is this- Iran should actually already have 50-100K ground forces READY and ready to be activated in Syria or so- this war is the most high stakes war the region has seen in modern times, so Iran actually should currently be in a military ready state while being kinetically inactive- not having a strong ground forces/ready forces nearby (outside Hezbollah) could be bringing more risk to Iran now- if Iran gets this situation wrong, it will be disastrous for it- everyone is bringing their guns out- Israel, US, Yemen, Brits, etc-Iran actually needs to be ready to show regional players its actually ready and willing to play hard- anything short of that will leave regional resistance forces on their own to fight Israel or/and US forces in the region- Soleimani is gone, but Qaani is here, and the trainers have "trained other trainers".

Iran needs more regional deterrence asap and Iran has known that a regional war was possible, so its probably here, this is it- Gaza is the igniter.
