IMO, that would require for IDF to fight like real 'men': Go house to house, tunnel to tunnel, be the real 'infantry'. Be willing to take the casualties. The Pakistani military had done that twice against the Pakistan Taliban: Swat Valley starting 2009 and the FATA/Tribal Areas starting 2014. The Pakistani military didn't have even the tenth of the Israeli resources but the Pakistani military had real 'men' fighting; 'men' in every sense of the word.
The IDF, on the other hand, are cowards and baby killers. Multiple videos show them to be as such.
Air power would kill in mass numbers and may even subjugate nation-states. But not subjugate determined militias backed by popular support.
