Unfortunately they are unable to. Even rockets with heavier payloads won't come close to damage a Air Force can do. Military budget for Hezbollah is much smaller. Even smaller for Hamas. But, also, Hezbollah cannot procure many weapons due to its foreign status/designations and most nations won't arm anyone that it's in a conflict with Israel. Except only Iran.

The strategy employed by Hezbollah is thus to work on a city at a time. Make it unlivable for them. Economically stunt major cities. Cause a exodus out of it. Etc.

Not easy to do but makes sense as correct strategy to follow since Hezbollah can consistently do it. Shock and awe type of rapid destruction isn't within their means. At least not spanning the whole country. But they could surprise us with large barrages fired at Haifa, center Galilee and upper Galilee. Which further increases the dilemma in the north.
