The bad people are having their go. This is God's right over them to let them have their chance and build the case against them, so on judgement day they don't decry their eternal damnation.
There would have been extensive proof that God allowed them all abundance of free will, wealth, power, to do good, and numerous warnings to change course and repent, and they never did.
There are plenty of good people in the world. They will then have their go and chance as well. As God has right over them and delivers his promise to them. And those would be people with humble hearts and obedient and submissive to God. And loving to one another. That have eternal pleasure of being in Paradise with God for eternity.
