For the first time, Hamas submitted a comprehensive paper for a ceasefire deal, which Khalil al-Hayya, a member of the Hamas political bureau, handed over to Abbas Kamel personally, informing him that this paper was non-negotiable and final, and that he had come to Egypt in appreciation of the Egyptian role and was not authorized to conduct any negotiations. The paper presented by Hamas through Khalil Al-Hayya includes the following items:
1- Stopping the war on Gaza a week before the start of implementing the deal
2- A clear Israeli acknowledgment to withdraw from the Gaza Strip, with international guarantees that this withdrawal will be achieved
3- There is no humanitarian truce under this name, but rather an end to the aggression against Gaza
4- Freedom of movement in the Gaza Strip and allowing all displaced persons to return to their homes and areas without any conditions.
5- From the first day of implementing the deal, aid will be allowed to enter all of the Gaza Strip without dividing the Gaza Strip into security squares.
6- After the first week of stopping the war on the Gaza Strip, the exchange process begins, as Hamas does not mind that it be in installments and with international guarantees that Israel will not violate these agreements.
7- Absolute rejection of any release from the deal outside the Palestinian territories, and anyone who releases him in his region
8- Release all 57 detainees from the Shalit deal who were re-arrested as a break from the deal without being part of the deal.
9- The detainees inside and in Jerusalem are an essential part of the deal, and we do not accept an Israeli veto on this criterion
10- Hamas and the resistance factions will submit the names of the batch of Israeli prisoners 48 hours before the payment is implemented, and there will be no prior lists of the number of prisoners and bodies because the census process will take more time if the war stops.
11- Hamas, for the first time, presented a list of names to be the first batch for the exchange process, and it was specified as follows: A- 160 detainees of high and old sentences, and the list begins with the following names - Marwan Barghouti - Ahmed Saadat - Abdullah Barghouti - Ibrahim Hamed - Abbas Al-Sayyid, and the rest of the names on the list according to Footage and rule without regard to faction or geography
B- All women, regardless of their rule, faction, or geography. All patients, regardless of their rule, age, or identity. This item is titled Prisoner Walid al-Dakahd.
C- The elderly. The definition of the elderly is determined from sixty years and above according to international standards
E - All children and young people, regardless of their status and identity. The age of 18 and under has been set to define this category according to international standards.
After completing the first batch, the transition will be made to the second batch amid a comprehensive ceasefire agreement and the complete withdrawal of the Israeli army from the Gaza Strip and the opening of all crossings for all aid to the people of the Strip without Israeli control and without achieving this, the rest of the points, which include the bodies, will not be considered..
