I understand, but this was no threat to Jordan, and they need not respond and let Israel handle it in their air space. The Jordanian's actions caused them to lose three of their people, through their actions.
If they wanted to take off in their planes, follow the missiles, and if it posed a direct threat, then take action.
As for legalities, let's not even go there, and these rules need to be tossed out as it does no good. When selective rule following happens as it is with the West you also need to learn to act outside of boundaries.
