And how much power does the ICJ really have to pounce on him, let's say as he's getting out of his limousine at the United Nations building in NY to go make a fool of himself with a picture of a firecracker that says Iran on it?

I doubt they have much clout like international police for example, or an organization like Scotland Yard where they could grab his ass in between getting on a plane at an airport or something.

The possibility of getting on that list should have an impact on future behaviors by many politicians, especially those who care about their image and how it would affect their political careers.
