Israel informed Qatar of its rejection of the Hamas movement’s condition regarding obtaining written American, Qatari, and Egyptian pledges to continue negotiations without time restrictions.
In other words -
The occupation and Netanyahu want to receive its prisoners in the first phase of the deal and then return to war in the second phase, while refusing to be restricted from ending the war even while negotiations continue, in order to reach a complete agreement..
The dispute between Hamas and Israel concerns Article 14 of the Israeli proposal, which relates to the duration of negotiations between the two parties on the terms of the second phase of the agreement, which should lead to “permanent peace” in Gaza.
Clause 14 states that the United States, Qatar, and Egypt “will make every effort” to ensure that these negotiations end with an agreement and that the ceasefire will continue as long as the negotiations continue. In the response that Hamas submitted to Israel on Wednesday, the movement demanded that the phrase “exert every effort” be deleted and replaced by the word "guarantee"
The United States presented a compromise formula on this clause, and proposed using the word “pledge,” which is less binding than the word “we will guarantee,” but more binding than the word “make every effort.”
