These organizations facing such blows for decades. Palestinians since the 1930s, Hz since the 70s. The only way to neutralize the organization is to give the solution they are fighting for. Otherwise, they are getting stronger and stronger over the period.

UNIFIL ROEs are extremely strict. Unless they can prove that the Israelis were deliberately trying to KILL UNIFIL peacekeepers, they generally can't fight back, even if they know that's exactly what Israel is trying to do.

Similar issues happened in Rwanda. Where militias killed lone peacekeepers, but the force could do nothing because they couldn't prove the militias were behind it, or that it was deliberate.

You can thank the USA and Russia for that, they both don't want a peace enforcement unit in any conflict that they're directly or indirectly involved in.

Today there are cheap cameras everywhere.

They can prove easily and publicly that they were under deliberate fire. And publish the videos as proof in youtube.

Strangely, we haven't seen any video of those attacks (I bet it exists).
