In the first phase of the agreement, which will last 42 days, there will be:
Temporary suspension of mutual military operations between the two parties, and withdrawal of Israeli forces eastward and away from populated areas to an area along the border in all areas of the Gaza Strip, including the Gaza Valley (Netzarim axis and Kuwait Square).
Temporary suspension of air activity (for military and reconnaissance purposes) in the Gaza Strip for 10 hours daily, and 12 hours on the days of the release of abductees and prisoners.
The return of the displaced to their areas of residence, and withdrawal from the Gaza Valley (Netzarim axis and Kuwait Square):
On the seventh day (after the release of 7 prisoners), Israeli forces withdraw completely from Al-Rashid Street eastward to Salah Al-Din Street, completely dismantle the military sites and installations in this area, and the return of the displaced to their areas of residence begins (without carrying weapons during the return), with Freedom of movement of residents in all areas of the Gaza Strip, and the entry of humanitarian aid through Al-Rashid Street, starting from the first day, without obstacles.
On the twenty-second day, Israeli forces withdraw from the center of the Strip (especially the Netzarim axis and the Kuwait Square axis) east of Salah al-Din Street to an area close to the border, and military sites and installations are completely dismantled, and the displaced continue to return to their places of residence (without carrying weapons with them during their return) in North of the Gaza Strip, with continued freedom of movement for residents in all areas of the Gaza Strip.
Starting from the first day, sufficient and intensive quantities of humanitarian aid, relief materials and fuel are being entered (600 trucks per day, including 50 fuel trucks, including 300 for the north), including the fuel needed to operate the power station, trade, and equipment needed to remove rubble, and rehabilitate the country. Operating hospitals, health centers and bakeries in all areas of the Gaza Strip, and continuing this throughout all stages of the agreement.
Exchange of hostages and prisoners between the two sides:
During the first phase, Hamas releases 33 Israeli prisoners (living or dead), including women (civilians and female soldiers), children (under the age of 19 other than soldiers), the elderly (over the age of 50), and wounded and sick civilians, in exchange for Number of prisoners in Israeli prisons and detention centers, according to the following:
Hamas releases all living Israeli detainees, including civilian women and children (under the age of 19, not soldiers). In return, Israel releases 30 children and women for every Israeli detainee released, based on lists provided by Hamas according to seniority in detention.
Hamas releases all living Israeli female soldiers. In return, Israel releases 50 prisoners from its prisons for every Israeli female soldier released.
Scheduling the exchange of abductees and prisoners between the two parties in the first stage:
On the first day of the agreement, Hamas releases three Israeli prisoners (civilians).
On the seventh day of the agreement, Hamas releases four more Israeli prisoners (civilians).
After that, Hamas releases three additional Israeli prisoners every seven days, starting with women (civilians and soldiers). All living prisoners will be released before the bodies are delivered.
In the sixth week, Hamas releases all remaining civilian prisoners included in this phase. In return, Israel releases an agreed-upon number of Palestinian prisoners from its prisons according to the lists provided by Hamas.
By the seventh day, Hamas transmits information about the number of Israeli prisoners who will be released at this stage.
In the sixth week (after the release of Hisham Al-Sayed and Avra Mengistu among a total of 33 Israeli kidnappers agreed to be released in the first phase of the agreement), Israel releases 47 prisoners who were re-arrested after the Shalit deal.
If the number of living Israeli abductees scheduled to be released does not reach 33, the number will be supplemented with bodies from the same categories. In return, Israel will release in the sixth week all women and children (under the age of 19) who were arrested from the Gaza Strip after October 7, 2023.
The exchange process is linked to the extent of compliance with the terms of the agreement, including the cessation of military operations on both sides, the withdrawal of Israeli forces, the return of displaced persons, and the entry of humanitarian aid.
The released Palestinian prisoners will not be arrested again on the same charges for which they were previously arrested, and Israel will not take the initiative to re-arrest the released Palestinian prisoners to serve the remainder of their sentences.
Palestinian prisoners who will be released will not be required to sign any document as a condition of their release.
The exchange of abductees and prisoners in the first phase mentioned above will not be considered a basis for exchange criteria in the second phase.
No later than the sixteenth day, indirect negotiations will begin between the two parties regarding agreement on the terms of implementation of the second phase of this agreement, including those related to the criteria for the exchange of prisoners between the two sides (soldiers and others). Agreements on this subject must be reached before the end of the fifth week of this phase.
The United Nations, its agencies and other international organizations continue their work in providing humanitarian services in all areas of the Gaza Strip, and will continue to do so throughout the stages of the agreement.
Beginning the rehabilitation of infrastructure (electricity, water, sewage, communications, and roads) in all areas of the Gaza Strip, introducing the necessary civil defense equipment, and removing rubble, and this will continue during all stages of the agreement.
Introducing the necessary supplies to establish shelters for displaced people who lost their homes during the war (at least 60,000 temporary housing units - caravans - and 200,000 tents).
After the release of all Israeli soldiers, the number of wounded military personnel to be transferred for medical treatment through the Rafah crossing will be increased, the number of sick and wounded allowed to cross will be increased, and restrictions on the movement of goods and trade will be removed.
Begin implementing the necessary arrangements and plans to reconstruct homes, civilian buildings, and infrastructure destroyed as a result of the war and compensate those affected, under the supervision of a number of countries and organizations, including Egypt, Qatar, and the United Nations.
All actions in this phase, including temporary cessation of military operations by both sides, relief and shelter efforts, troop withdrawal, etc., will continue during phase two as negotiations on the terms of phase two continue and are implemented.
The second stage (42 days):
The announcement of a return to sustainable calm (a permanent cessation of military operations and all combat activities) comes into effect before the start of a prisoner exchange between the two parties – all remaining living Israeli men (civilians and soldiers) – in exchange for an agreed upon number of prisoners in Israeli prisons and detention centres, and the withdrawal of Israeli forces. Completely outside the Gaza Strip.
The third stage (42 days):
Bodies and remains of the dead are exchanged between the two parties after they are found and identified.
Implementing the Gaza Strip reconstruction plan over a period of 3 to 5 years, including homes, civilian buildings, and civilian infrastructure, and compensating all those affected, under the supervision of a number of countries and organizations, including Egypt, Qatar, and the United Nations.
Opening the crossings and allowing the movement of people and goods.
The State of Qatar, the Arab Republic of Egypt and the United States of America will be guarantors of this agreement.
