Zionist Jews didn't even exists in Germany at the time. And in fact a majority of Jews in Germany and Europe opposed zionism as a concept, with Jewish politicians condemning it at the time of conception, all the way to just before Hitler took power.

And just for the record, 1897 was when the first Zionist congress takes place in Basel, Switzerland and the first Zionist organization is founded. After WW1, they rapidly spread their influence throughout Europe.
