Hamas needs to earn trust of international parties and regional actors.
It has to guarantee for the immediate term that it won't resort to anything but defensive action and a defensive posture to defend the Gaza Strip from ground invasion/occupation. Assuming Israel withdraws and fully commits to a ceasefire.
And it has to allow for legal action to be taken against Israel. Hamas's focus if a ceasefire takes effect, should be to invite the entire international community into Gaza to uncover the massive scale of destruction and atrocities in Gaza.
Make documentaries about the humanitarian horror there and what the civilian population was subjected to. Let the genocide cases gain momentum. In the background rebuild your forces for defense of Gaza and never fight for Jerusalem or West Bank or anything. The next war, if there is one, has to be initiated by Arabs or Muslims and not by Gaza. Only well into the war would Hamas join them. If they remain the way they are then they aren't worthy of fighting for.
