Israel is not complying with phase 2. But is nevertheless asking Hamas to release more prisoners for free. While violating the agreement. Israel wants a few prisoners it doesn't care about to remain in Gaza and is looking to restart the war to try to get ethnic cleansing facilitated.
 
Israel is violating the agreement on purpose. And explicity has been saying it will not comply after it agreed to it. And after calls by Israeli Nazi factions to restart the war and try to ethnically cleanse Gaza.

Hamas has informed mediators it won't release any more prisoners until the ceasefire goes into effect.

Nobody will blame Israel because they're scared of US and Israel and because Israel and US have the power to break it without consequences.

Israel is desperately trying to appear like it won't be the one to resume hostilities after having clearly breaking the ceasefire and rejoicing with Trump at idea of ethnically cleansing all of Gaza and taking it over.

This is why they're saying they will only 'remain on alert'. Instead of saying they'll resume attacks at so and so time.
