DHA installed sewage treatment plant at Seaview, CBC tells SHC

KARACHI: The Cantonment Board Clifton has informed the Sindh High Court that a sewage treatment plant (STP) has been installed at Seaview to treat the wastewater before discharge into the sea.

The CBC informed a two-judge bench that a ‘sump pump’ discharging sewage directly into the sea at the same point had been demolished.

The bench headed by Justice Aqeel Ahmed Abbasi was hearing a petition filed by some non-governmental organisations in 2017 against release of sewage and industrial waste into the sea.

At the outset of the hearing, the lawyer for the CBC filed a report along with some photographs and a statement in compliance with earlier court orders.

He stated that the treatment plant was installed at Seaview and the same had been operational.

The counsel for the petitioners sought a copy of the report and requested time to go through it.

The bench directed the officials of the Sindh Environmental Protection Agency to be in attendance on Feb 27 to assistant the court on the subject issue.

The CBC in its report stated that the Defence Housing Authority had constructed a sewage treatment plant (Kublai Khan STP) at Abdul Sattar Edhi Avenue in April 2021 and the sump pump operating at the same place releasing untreated water into the sea had been pulled down.

It maintained that the capacity of the STP was two million gallon per day (MGD) and the current flow into the plant was 0.40 MGD.

In order to utilise its maximum capacity, the CBC was going to complete a sewerage line by March 31 connecting Sewerage Pumping Station (SPS-I Saba Cross, Muhafiz) and SPS-2 (26th Cross Muhafiz) Phase-VI with SPS-8, Phase-V, which would release sewage having flow of 1.50 MGD in the STP and ultimately the sea would take treated sewage of these pumping stations.

The report further stated that besides Kublai Khan STP, the DHA was already maintaining another STP at Golf Club with a capacity of around 1MGD.

It also maintained that the CBC was not dumping any solid waste in the sea as the garbage was being collected and transferred on a daily basis to the place designated by the Sindh government.

The CBC conceded that previously, it had outsourced the sanitation mechanism through conservancy contractors, but the system could not give desired results and now the board was itself providing such services and also upgraded its existing capacity by procuring new machinery.

The World Wide Fund for Nature and some other NGOs had petitioned the SHC in 2017 against dumping of sewage and industrial waste into the sea.

The petitioners had informed the SHC that the sea was being polluted by the sewage at Seaview near the Chunky Monkey amusement park and a fast food outlet.

Earlier, the SHC had issued several directives to CBC and DHA officials to file comprehensive reports with regard to release of sewage and dumping of industrial waste into the sea and also asked the sanitation branch of the CBC to file comments regarding release of raw sewage and dumping of industrial waste into the sea.

KARACHI: Sindh Chief Minister Syed Murad Ali Shah inaugurated a World Bank-funded Rs1.9 billion football ground and community centre project in Ibrahim Hyderi on Friday.

This is the second such project as on Wednesday had inaugurated another WB-funded Rs1.3bn Kakri Sports Complex in Lyari.

The chief minister said that this initiative was part of the government’s commitment to enhance the welfare of the youth and prioritise the development of future generations, encouraging their active participation in healthy activities and to foster their contributions towards the progress of the country.

Greater Karachi Bulk Water Supply Scheme - commonly known as K-IV Project - has been designed to supply 650 million gallon per day (MGD) to Karachi from Keenjhar lake.
K-IV is to be completed in two phases.
At present, WAPDA is constructing Phase-I, which will provide 260 MGD to Karachi.

Sindh Chief Minister Syed Murad Ali Shah chaired the 11th meeting of the PCIC which was attended by Corp Commander Lt Gen Babar Iftikhar, Chief Secretary Sohail Rajput, Karachi Mayor Murtaza Wahab, provincial ministers and advisers and senior government officials.

The chief minister was told that the KUTC would undertake the KCR project, but the company was still under the control of the federal government.

Project will be undertaken by Chinese authorities following an agreement, PCIC told
The chief minister directed the divisional superintendent of PR, who was present in the meeting, to resolve the issue and give the go-ahead to the provincial authorities so that it could be communicated to the Chinese authorities to initiate the KCR project.

The planning and development chairman told the meeting that the feasibility study had already been done and sent to Chinese authorities. The chief minister said that now the Chinese authorities had to make a framework agreement to start the project.

Malir Expressway

The meeting also discussed issues pertaining to the Malir Expressway project.

It was informed that the 38.75-km high-speed controlled access road from Jam Sadiq Bridge to the Kathore interchange near M-9, would have six interchanges.

The project is divided into two segments of 15 kilometres and 24 kilometres, respectively, with a construction time of 30 months. The first section from Jam Sadiq Bridge to Quaidabad is to be constructed within 18 months i.e. by the end of the current year.

The meeting was informed that 138.2 acres would be acquired in the second segment with a tentative land acquisition cost of Rs3.7 billion.

The chief minister directed the authorities not to disturb the people living in the villages but construct a two-km elevated structure on the left side of the villages on the existing alignment — at the outer periphery of the right bank of Malir River — bypassing Samo, Lasi, and Old Shafi Goths to avoid land acquisition and relocation. “The provincial govt would pay for the construction of the bridge,” he said.

Link Road

The CM was informed that the Link Road that connects National Highway N5 to Motorway M-9, was a 22-km-long, four-lane, dual carriageway project.

The commercial corridor would provide upcountry access to Port Qasim, industrial areas of Landhi, Korangi, and Steel Mills. There is a grade intersection at N5 and grade separated interchange at M-9. The construction of the M-9 interchange would cost around Rs2bn.

The meeting also discussed Bus Rapid Transit Yellow and Red lines.

Transport Minister Sharjeel Memon told the meeting that both the projects were launched with the assistance of the World Bank and Asian Development Bank, respectively.
