The Ministry of Foreign Affairs lodged a “strong” protest on Tuesday after Japan again laid a territorial claim to Dokdo, Korea’s easternmost islets, in its latest defense white paper and urged its withdrawal.

The ministry summoned Kazuo Tsuchiya, the deputy chief of mission at the Embassy of Japan in Korea, to deliver its formal complaints.

“The government strongly protests Japan’s repeated, unjust territorial claim to Dokdo and calls for its immediate withdrawal,” Park Doo-soon, the ministry’s spokesperson, said in a regular briefing, stressing that the islets are “indisputably” Korean territory under “history, geography and international law.”

“The government reaffirms that Japan’s unjust claim has no impact whatsoever on our sovereignty over Dokdo and states that we will respond resolutely to any provocations by Japan regarding the islets,” he added.

Kim Hak-jo, the director general for international policy at the Defense Ministry, also called in Takeshi Nagayoshi, a military attaché at the embassy, to lodge a complaint and demand an immediate withdrawal of Japan’s claims to the islets.

While restating Japan’s claim over Dokdo, the white paper also stressed the importance of bilateral relations with Korea, describing it as a partner and an important neighbor in addressing shared global challenges.

Tokyo has been working to deepen cooperation with Seoul as Pyongyang’s growing military and economic ties with Moscow and Beijing pose an increasing threat to the region.

The Japanese government released the annual white paper following a Cabinet meeting earlier in the day.

Dokdo has long been a recurring source of friction between the two neighbors, as Japan continues to claim sovereignty in its policy papers, public statements and school textbooks.

Korea maintains a small police detachment on the islets, effectively controlling them.

The government protested and called for the withdrawal of the Japanese government’s Defense White Paper, released on the 4th, which described Dokdo as Japan’s inherent territory.

Ministry of Foreign Affairs spokesperson Park Doo-soon stated during a regular briefing on the same day, “The government strongly protests the Japanese government’s repeated unjust territorial claims over Dokdo, which is clearly our inherent territory historically, geographically, and under international law, through the Defense White Paper, and urges its immediate withdrawal.”

He added, “We once again make it clear that Japan’s unjust claims have no effect on our sovereignty over Dokdo and state that we will respond resolutely to any provocation by Japan regarding Dokdo.”

The Ministry of Foreign Affairs summoned Kazuo Chujo, the head of the Japanese Embassy in South Korea, on the same day to convey its protest. When reporters asked Chujo, “What was discussed?” and “Why does Japan repeat its territorial claim over Dokdo while stating that South Korea is an important partner?” he did not answer and left the Ministry of Foreign Affairs building.

The Ministry of National Defense also summoned Takeshi Nagayoshi, the Japanese defense attaché in South Korea, to its office in the afternoon of the same day, protesting and urging immediate correction and cessation of such actions in the future.

In this year’s Defense White Paper, released after a Cabinet meeting on the same day, the Japanese government stated, “The territorial issues of the Northern Territories (Japan’s term for the four islands of the Kurils) and Takeshima (Japan’s claimed name for Dokdo), which are Japan’s inherent territories, remain unresolved.” Japan has been claiming sovereignty over Dokdo in its Defense White Paper for 22 consecutive years since 2005.

It's right in the middle of both Japan and South Korea.

May the strongest nation own it.
