US and Israel are coordinating. The timing was during Pakistani officials visit to Tehran.

Imo, it's very difficult for Iran to enforce an equation that Beirut is off limits as it's across the border for Israel while Iran is 2,000km away from Israel and limited in tools it can deploy against Israel.

Israelis and US probably to took a few days to prepare Thaad defenses and others in the region.

Still think it's possible to see an Iranian response as negotiations aren't moving anywhere

If Iran does respond the Israeli's will likely target Tehran the next day
 
The issue of Dahiyeh suburbs coming under attack is it's the main reliable safe haven for Hezbollah base/civilian supporters. If it comes under regular attacks Hezbollah base becomes displaced everywhere in Lebanon and enormous pressure is then put on Hezbollah.

If Iran wants to respond it could go symbolic route and target northern Israel with cluster munitions. Or it could do a larger scale attack consisting of 50 missiles or so. There are likely still hundreds of anti-BM interceptors in Israel both Israeli managed Arrow and US managed Thaad.

The other pressing issue is Israeli ground offensive on city of Nabtiyeh which is a major city in the south. Reports are unclear if Israeli forces are still trying to advance or not on the ground.
