Hezbollah and shia are also citizens of Lebanon that need to be protected by national Lebanese army. The ceasefire treaty was between Lebanon and Israel, not between hezbollah and Israel. Israel neglected the ceasefire different times, but Lebanese army is doing nothing. It's time for this institute and their backers to show that they can respond to Israeli aggression. Many Sunnis pushed for this situation, so it's strange to ask Hezbollah to repeat their past modus operandi.
Nope, Hezbollah is outside of the state, it exists in a parallel structure and the areas with Hezbollah are outside of the control of the state. The previous president was allied with Hezbollah so the state tolerated it, but the current president is hostile to Hezbollah and wants it to dissolve, which it seems Hezbollah has so far refused.
The Ball is in the court of Iran and friends. The assumption was that in any conflict Iran was attacked, then they would consider it all as an attack of themselves, but the arrangement though it seems doesn't go the other way, where Iran intervenes on behalf of Hezbollah and the PMUs as they are attacked and put under pressure. Iran has essentially abandoned its proxies to fend for themselves.
