Well this is the High risk High reward scenario I am talking about.

Until we start responding to Indian terrorism in Pakistan (including their open support to BLA and TTP terrorist organizations) in the same coin, Indians are unlikely to stop their terrorism against Pakistan.

They did, but the rest is not accurate. Afghan folks face a massive clampdown and many have gone into hiding. It would be a hard sell no matter what the money to persuade an Afghan to do such a thing. Also they are easily spotted, yes that even includes among Pashtuns i.e. accents, livelihoods, areas they live and so on.
They use people from the resident Pakistani populace who are willing to carry out such attacks and go about undetected until it is too late.
