I thought the ISI was a combo of all the services intelligence agencies; Military Intelligence, Naval intelligence and Airforce Intelligence all combined into the ISI, so what is the point of this new one.

Probably consolidating all the power under one roof? God alone knows what's happening. probably ISI is now being kept for keeping tabs on governement/civil servants while this new one is meant for the actual enemy? Who knows? Waste of resources and personnel if you ask me
It seems what is being done is similar to the consolidation of the armed forces through the office of CDF.

Objectively speaking, leaving the usual conspiracy theories aside, Pakistan is moving towards a structure similar to "Directorate of National Intelligence" which is how quite a few other countries including the United States have gone about it.

The benefit would be bringing all the various intelligence organizations under one roof for more optimal information sharing and action. Imagine ISI (Joint), MI (Army), AI (Airforce), NI (Navy), IB (Civ), FIA (Civ), NACTA (Civ), NCCIA etc. under one directorate. If done right, this should help reduce redundancies, budget, manpower etc. so more investments can go into upgrading the capabilities of the intelligence directorate to make it more proactive and execution oriented.
