Stupid media. Diplomats usually don't name anyone directly, especially when discussing sensitive issues, unless relations with that country are already extremely bad. They are trained to choose their words very carefully and to avoid making unnecessary statements that could create a diplomatic issue. You can't simply put words in a diplomat's mouth and interpret them however you want.
