Lack of basic education and sick in the head syndrome is no excuse but rife.
Even if they are young - punish them if caught - even go their parents. They must be held culpable too.

Please excuse my seemingly blatant reply.
Just curious why locals are not aware that your mother was a convert and pious? Especially in the village area (if I am not mistaken, where you lived), people knew everybody.
It appears to be a personal vendetta, as doing a thing 3rd time is not normal. If they are doing so, they may aim to malign you and the family. Your mother is just a soft target in this case.
You should dig into that first and call elders/panjayat. Take a big gun Aalim of that sect, to warn people of this illegal, immoral and un-Islamic act.

They may be poor, but what they are trying to do is gain power over your shoulder by sacrificing your name and dignity. Never let it happen, brother, no matter who the other party is- poor, orphans, or dead... it doesn't matter. Take strict legal action.
If they are poor, they should not do things like these anyway.

I discuss with my uncle who is serving Police officer and he told me to establish link in court for these two rabid mullahs could be difficult and the vandalizers are under age and orphans, bhai you dont know they are very clever after it will be all in media that army officers doing this to orphans.

Most of these jamia madrassa students are homeless or orphans and underage.
