This is actually the most ignorant phrase I have ever seen. Being illegal means being against the law, which is written by the ruler of the land, however the ruler acquires the land. If no one is illegal in the new world, that means the new world is lawless.

In the case of California specifically, the answer is a hard "NO". Not stolen land. Ceded to the United States by Mexico as part of the terms of the Treaty of Guadalupe Hidalgo. Which, under the terms of the treaty, the US PAID Mexico the sum of USD$15M.

If Pakistan and India impose restrictions on each other that is not the definition of Xenophobia.

Xenophobia is the fear of foreigners.

If Pakistan closed its borders to the world..or had police shadow everybody who arrives at their airports...that would be xenophobia.
