I don't think the TOT thing is true. We are still in the process of opening up to each other and have merely scratched the surface. Its 15 years damage to relations done by Hasina and there might still be saboteurs lurking around. Although, I feel BD is in fact facing serious security threat from India right now, including of invasion. Indians seem to be building a pretense for it, and therefore military cooperation - if it is to take place - should pick up its pace. I am unsure, however, that it would be in time to deter an immediate invasion. Impact in the long run might be fruitful. When it comes to supplying missiles I believe it would mostly remain restricted to Multiple Launch Rocket System, perhaps Fatah-I or II, provided production line is available for addressing exports. Pakistani ballistic missiles, particularly SRBM and MRBM, are highly unlikely as most are dual-use systems (conventional + nuclear) and exporting or transferring their technology might invite sanctions for both the states. Harba cruise missiles might be the way to go.

Anyway if there’s smoke, there might be fire. Last time I learned army wants some capacity to produce rockets for their MRLS artillery. There was a plan to expand the current maintenance workshops to acomodate more activity.
