Yes, but as I said, China tries to atleast look more law abiding, and the Chinese are incredibly cautious. You see they haven't supplied Russia the war Iran and North Korea are. Russia especially post ukraine war breaking out, cares far less about these things, only in material benefit to Russia. There is a reason Kim went to Russia and went touring of their fighter jet production facilities, those trips aren't just for casual conversation and seeing the scenery.

I am of the opinion that today Russia, like China, will refrain from supplying aircraft that the DPRK does not currently have.
Different is a collaboration away from prying eyes to help the DPRK to create, for example, a trainer aircraft with ground attack capability and a light fighter with a completely new silhouette that cannot be identified as an aircraft already produced in Russia or China

I guess we will see. Me personally I don't think they are showing Kim around the Sukhoi plant if they aren't willing to sell. And with CAATSA and Ukraine sanctions, plus the Chinese fighter market expanding and eating into their shares, its not like there are many places Russia can openly export jets.

We will see in the coming months, years.
At the moment production is dedicated to internal needs.

However, deliveries of second-hand SU-30s continue after repairs and improvements.
At least 2 SU-30Ks were delivered to Ethiopia on 16 January

According to Russian sources, these planes are former Su-30K fighters of the Indian Air Force,
The Su-30K aircraft were delivered to the Indian Air Force in 1997-1999, but under an agreement dated December 2005, they were returned by the Indian side to the Irkut Corporation in exchange for the supply of 18 new Su-30MKI fighters in 2007.
In October 2013, Rosoboronexport JSC signed a contract with Angola to purchase 12 of these 18 former Indian Su-30K fighters.
The remaining six Su-30K aircraft were apparently sold to Ethiopia.
These sales, including some free supplies to other countries of second-hand aircraft, help to maintain open collaborations with friendly countries that may in the future bring contracts for newly produced aircraft.

In the article "Military Watch Magazine" a couple of hypotheses that could bring new combat aircraft to the DPRK:
The first reflects what I had hypothesized:
The first would be “to export fighters from classes the country already fields such as the MiG-29, with any externally identifiable upgrades on the newer models being plausibly deniable as having been made domestically. With only a single regiment of these aircraft already in service, it could be claimed that any more units viewed on satellite imagery have merely been brought out of storage and were delivered before the embargo was imposed – although new units could benefit from new avionics, radars and weaponry passed off as indigenous upgrades.” He highlighted that violations of the arms embargo “would thus retain a degree of plausible deniability,” while the relatively low cost MiG-29 is still an optimal fighter for North Korea’s defence needs which could be afforded to outfit multiple squadrons.

In the second, a collaboration: Russia and North Korea could soon form joint fighter units for air defense with aircraft other than those currently in use (example SU-35/SU-57) which formally remain Russian property.

China in fact has mutual security treaty with North Korea going back to 1961. Although North Korea could benefit from fancy gears, they are better off spending that money on improving the livelihood of their civilians considering their national security is secured by their bigger and more powerful neighbors.
 
The North Korean newspaper Rodong Sinmun in the attached article writes that on the morning of the 28th, North Korea carried out a test launch of a strategic cruise missile launched from a submarine, the Purfasal-3-31.
The missile flew for between 7,421 and 7,445 seconds and hit the target island, with claims that the test launch had no impact on the security of surrounding countries and was carried out without taking into account the local situation.

There are allegations of NK arming Russia. What's the quality of NK arms and what do they predominantly make, any knowledgeable persons know?

They are not the best but they are good enough. Production rate is also very high.
 
Today from the online news of Chongnyon Chonwi, an article in English about the launch of cruise missiles from submarines (apparently more missiles of that type were launched on this occasion), they also write (yesterday I missed with the translation from Korean):

They make a lot of things, mainly missiles and artillary.

They have sold artillary shells and tactical ballistic missiles similar to the Iskander missile to Russia.
