Tesla FSD Wows South Korea in Highway Driving Test

tesla-fsd-south-korea-teaser.jpg

Tesla’s Full Self-Driving (Supervised) system is continuing to gain traction internationally, with South Korea’s expressway authority offering glowing feedback after a full day of real-world testing on public roads.

According to a report published by the Korea Expressway Corporation — a government-affiliated agency that oversees South Korea’s national expressway network — on Naver Cafe, FSD version 14 underwent an extensive autonomous driving evaluation on December 15, 2025, from 10 a.m. to 6 p.m. (via Teslarati). The test included four occupants inside the vehicle, among them the head of the corporation’s mobility department. It evaluated all four FSD driving profiles, ranging from the ultra-cautious “Sloth” mode to the recently reintroduced, more assertive “Mad Max” setting.

The test route spanned a mix of highways and urban environments, including major expressways like Gyeongbu, Cheonan, and Cheonan–Nonsan, as well as dense city areas such as Dongtan New Town, Sejong Special City, and Daejeon Metropolitan City. This broad scope allowed evaluators to observe how FSD handled everything from high-speed lane changes to complex urban traffic scenarios.

On highways, the expressway authority described FSD’s performance as “excellent,” citing smooth maneuvers, confident decision-making, and stable autonomous operation. Testers did note occasional issues, including violations of local bus-only lanes and speed limit rules, as well as instances where FSD appeared to follow traffic flow rather than strictly adhering to posted regulations. However, these were framed as software-level issues that could be addressed through future updates.

In city driving, the feedback was arguably even stronger. Evaluators said FSD already exceeded the capabilities of an average human driver in most scenarios, with the primary exceptions being unprotected left turns and work zone intersections — two areas that remain challenging for many autonomous systems globally.

It’s worth noting that FSD availability in South Korea remains limited. Currently, the software is only offered on U.S.-imported vehicles, effectively excluding the Model 3 or Model Y, which make up the majority of Teslas on Korean roads. Despite that constraint, local owners collectively logged over 1 million kilometers (621,000 miles) using FSD in just one month after launch.

FSD (Supervised) first went live in South Korea in late November, and the system has already earned praise from lawmakers, including National Assembly member Lee So-young, who recently used it to navigate Seoul. Tesla also expanded FSD access to the Cybertruck in the country just weeks ago, underscoring the rapid pace of its rollout.

While Full Self-Driving remains a supervised system, feedback like this from a national expressway authority adds to a growing body of real-world validation — and suggests the software is maturing quickly outside of Tesla’s home markets.

it's inevitable self-driving cars will take over..look at how it makes this guy smile.

Netherlands Authority Confirms Tesla FSD Is in Final Approval Stage

Tesla owners in Europe have been waiting years to get their hands on FSD, and the regulatory finish line is finally in sight.

Tesla's European account announced that it has officially completed the final vehicle testing phase for FSD (Supervised) in conjunction with the Netherlands Vehicle Authority (RDW).

While the initial target for regulatory approval in the Netherlands was slated for March 20, the scope of the documentation has pushed the expected approval date to April 10. Assuming the RDW gives the green light next month, Tesla anticipates a wider, EU-wide approval rolling out by the summer.

18 Months of Testing

Securing approval for an advanced driver assistance system in Europe requires navigating some of the world's strictest regulatory frameworks. Tesla submitted all necessary documentation for UN R-171 approval, along with Article 39 exemptions.

Tesla and the RDW engaged in an intense, 18-month testing program. Tesla laid out the statistics of the effort, which included:

  • 1,600,000+ kilometers of FSD (Supervised) testing on EU roads
  • 13,000+ customer sales ride-alongs
  • 4,500+ track test scenario executions
  • Thousands of pages of written documentation to satisfy 400+ compliance requirements
  • Dozens of research studies analyzing safety performance and results
We're extremely proud of the work conducted with the RDW team up until this point.
Tesla noted in its announcement. "We very much look forward to the approval in April, and sharing FSD (Supervised) with our patient EU customers!"

A Response from the RDW

Because homologation and regulatory approvals often contain highly sensitive trade secrets, government authorities rarely comment on pending applications. However, given the immense public scrutiny and anticipation surrounding Tesla's FSD software, the RDW issued a rare public response confirming Tesla's timeline.

"We know that Tesla's application has the interest of many people," the RDW stated. "Normally, we never make statements about requests from manufacturers because of the market-sensitive information."

The Dutch authority confirmed that they are indeed in the final stages of the assessment process and are currently reviewing the mountain of data generated by the 18-month testing program.

While they acknowledged the April target date, the RDW made it clear that they will not rush the final decision.

"During this final phase, our inspectors will review all data and test results, and, after completion of this process, a decision will be made on the approval of the driver's assistance system FSD Supervised," the agency concluded. "For the RDW, safety is paramount."

Expect AI4/HW4 Support Only

One of the things not mentioned by RDW or Tesla is the specifics of the approval. Tesla has been testing with AI4 vehicles, and its customer ride-alongs are also AI4 vehicles. That means Tesla has been testing and gathering data on builds of FSD v14, not FSD v12.

For owners of legacy HW3 vehicles, that also means that you most likely won’t receive FSD initially, as the approval will not be for a v12 build. Instead, you’ll likely have to wait for FSD v14-lite to launch sometime later this year.

The Gateway to Europe

The RDW's pending decision is the linchpin for Tesla's entire European strategy. The Netherlands historically serves as the primary homologation authority for Tesla in Europe. Once the RDW officially approves FSD for use on Dutch roads in April, other European countries can formally recognize this approval on a national level.

This cascading regulatory framework is what gives Tesla the confidence to project a full, EU-wide rollout of FSD by the summer.

Belgium moves to fast-track Tesla FSD approval

Tesla’s push to expand Full Self-Driving (FSD) across Europe is gaining momentum, with Belgium now emerging as the latest country exploring a faster path to approval.

Flemish Minister of Mobility Annick De Ridder confirmed the news in a post on X, saying that Tesla’s data relating to FSD is now under review by local authorities.

The statement suggests Belgium is considering a fast-track homologation process, potentially accelerating the rollout of Tesla’s advanced driver-assistance system.

Italian lawmaker pushes for faster approval of Tesla FSD

Italy could be the next European country to take a serious step toward approving Tesla’s Full Self-Driving (FSD) Supervised, as political pressure begins to build following the first approval elsewhere in the EU.

Italian Senator Carlo Calenda has formally submitted a parliamentary question to the country’s Ministry of Infrastructure and Transport, urging officials to prioritize approval of Tesla’s FSD.

In his submission, published as part of Legislature 19ª – Inspection Union Act no. 4-02971 on April 28, 2026, Calenda asks “whether the Minister addressed intends to give priority consideration to the approval of Tesla’s FSD supervised system for the Italian market, to assess the opportunity for direct technical discussions with Tesla and the Dutch authorities (RDW) in order to expedite the process, and, if possible, to provide an indication of the expected timeline for authorization in Italy.” (translated from Italian)

The senator also pointed to the potential benefits of enabling the system in Italy, including improved road safety through reduced human error, while maintaining driver responsibility. The submission further notes that tens of thousands of Tesla vehicles already on Italian roads are equipped with the necessary hardware, meaning activation could be rolled out via a software update once regulatory approval is granted.

Ireland Confirms Talks With Tesla Over FSD Approval

Tesla can add another country to their list of European nations actively engaged in discussions over potential approval of Full Self-Driving (FSD).

According to a new report from Irish broadcaster RTE, Tesla is currently working with Irish regulators, including the National Standards Authority of Ireland (NSAI), regarding the deployment of FSD in the country.

The discussions follow recent developments in the Netherlands, where Dutch authorities became the first in the European Union to grant approval for Tesla’s FSD (Supervised) system after more than a year of testing on public roads. That approval is now helping form the basis of a wider EU-level review process.

Ireland Preparing for Autonomous Vehicle Technology

Ireland has been developing a national strategy for connected and autonomous vehicles since 2018, although the framework has yet to be finalized. However, recent amendments to Ireland’s Road Traffic and Roads Act in 2023 created a pathway for Level 2 systems to eventually operate legally in the country.
