I think DG ISPR's late father provided technical and industrial guidance to the Taliban in the 90's.
 
DG ISPR says terrorist incidents in Pakistan surged after the May 2025 Conflict with India, due to India putting their terrorist proxies in overdrive to compensate for the humiliation of the military loss from Pakistan, and on the other hand, terrorist incidents displayed a marked drop after the Pakistan-Afghanistan border conflict in October after which the International Border with Afghanistan was closed:

The International Crisis Group (ICG) says Pakistan is the worst-affected country by the Taliban’s 2021 takeover of Afghanistan, noting that even though a ceasefire holds for now, Islamabad is likely to strike again if militant violence persists.

The Brussels-based independent and non-profit think tank, founded by prominent statesmen, says in a new report that relations between the two countries have tanked, mainly because of the Afghan Taliban’s refusal to crack down on the Tehreek-i-Taliban Pakistan (TTP).

"In what is being interpreted as a tacit acknowledgement of Pakistan’s grouse with Kabul, the leader of a notorious terrorist outfit has reportedly urged his ‘commanders’ to avoid recruiting and deploying foreign fighters — most notably Afghans — to fight in Pakistan, warning of serious consequences if his instructions are violated."

So this is a slap on the face of Afghan Taliban leaders who have repeatedly rejected concerns backed up by evidence of Afghanistan's involvement in terror incidents inside Pakistan. Instead the Afghan Taliban made excuses that this was an "internal issue" of Pakistan. Yet the statement given by Hafiz Gul Bahadur rejects the Afghan Taliban lies and also exposes them of being complicit in terror inside Pakistan. This also exposes India-Afghanistan nexus as India will 110% benefit from such terror chaos and Afghanistan being the strategic depth of India against Pakistan.

PESHAWAR: In what is being interpreted as a tacit acknowledgement of Pakistan’s grouse with Kabul, the leader of a notorious terrorist outfit has reportedly urged his ‘commanders’ to avoid recruiting and deploying foreign fighters — most notably Afghans — to fight in Pakistan, warning of serious consequences if his instructions are violated.

The instruction was relayed by Hafiz Gul Bahadur, who heads the so-called Ittehadul Mujahideen Pakistan, in an audio message released to his cadres a few days ago, The Khorasan Diary reported.

This also seems to fly in the face of Kabul’s stance that the terrorist threat plaguing Pakistan is “an internal problem”.

The issue of Afghan soil and fighters being used to stage terrorist attacks in Pakistan has remained a critical bone of contention between Islamabad and Afghanistan, escalating into border skirmishes and leading to the eventual closure of the Pak-Afghan border in October last year.

In recent months, Pakistan’s civilian and military leadership has maintained that the terrorism plaguing the country originated from Afghanistan.

The instruction from Gul Bahadur comes in the backdrop of pressure from the Afghan Taliban on their Pakistani comrades — in the face of rising international pressure — and follows a decree by a council of religious scholars, pledging that Afghan soil would not be used against a foreign country.

Issued in Kabul early last month, the decree followed a similar statement by the Afghan Taliban supreme leader Hibatullah Akhundzada, which had largely gone unheeded.
